Consolidate some of the IRC bots under tvlbot

Suggestion:

• set up a simple bouncer for tvlbot locally on whitby
• connect paroxysm, irccat, clbot to this instance

=> all interactions with the current clbot, tvldb and tvlbot will come through 'tvlbot'.
