besadii: Add support for arbitrary webhooks

Specifically, I'd like to be able to receive webhook events for pushes in my own infrastructure so that I can eg continuously deploy gws.fyi on commits to canon in whitby.

  1. We have webhook support via Buildkite now, maybe that is sufficient for you?
