whitby: Decentralise restic location config

Modules should be able to opt in their restic backup paths, rather than everything being in one big string in the default whitby config.

  1. In cl/3565 we refactor the restic setup to introduce a new option for setting backup paths. It does not yet split these paths out into different modules.
