panettone: Convert to postgresql as the storage backend

cl-prevalence is a nice idea, but feels like a house of cards. I'd like to make this change before any changes to the data model (meaning it might even block https://b.tvl.fyi/issues/13, though I may just sneak that one through beforehand as it feels quite important).
