whibty: re-enable grafana

In cl/7141 we disabled grafana to forgo adapting the configuration to the new settings-style configuration options the grafana NixOS module uses. The extraOptions option we used was removed in nixpkgs#191768. A relevant follow-up PR is nixpkgs#199150.
