rust-crates-advisory: rewrite report scripts in higher level script language

cl/5259 ports tree-lock-file-report to bash after cl/5260 moved the lock file report itself to bash. What remains is the check-all-our-crates execline script.

bash sadly wasn't a big improvement from execline which seems to indicate we should use a higher level script language like python or scheme for this in the future.
