nixos-option: builds fail against newer Nix versions

This is some kind of tool people use for doing something with their NixOS config. I'm not sure if anyone in TVL uses this for anything.

We overrode it to use super.nix (i.e. whatever nixos-unstable considers to be the latest Nix) a while ago, but even with this workaround builds are now failing as the Nix API has changed.

I'm not sure if it's broken upstream in nixpkgs at the moment. Leaving this tracking bug around so we can investigate.

We have temporarily removed this tool in cl/9125

  3. nixos-option builds specifically against Nix 2.15, which is still in nixpkgs, so I've fixed it to that in cl/9125.
