tvix/{ca,}store/protos: move golang code out of the way

Ideally, the protos should live in tvix/store/protos, and the golang stuff be generated elsewhere.

Same applies to other bindings that we might end up generating in the future.

  3. No, this was before it was in that directory, but living inside tvix/[ca]store/protos.

    This has been refactored in cl/9787, cl/9788 and others, so can be closed.
