gerrit: add plugin for touching rust unsafe code

Using unsafe in Rust has its specific usecases, like https://cl.tvl.fyi/c/depot/+/10087.

We should probably add the necessary to Gerrit whenever some unsafe code is touched (or introduced) to highlight a certain group of people.
