OMG: Autosubmit is disabled because of gerrit-queue bugs

It's long been known that gerrit-queue can submit stuff in random order, but now it actively caused a huge rebase conflict in the chain starting from cl/10115, and I'd rather not have Autosubmit than deal with these kinds of conflicts.

Gerrit-queue has some kind of "internal weather", by which I mean it doesn't always behave like this, but in general I think it's too complicated anyways.

To tame this temporarily, gerrit-queue has been disabled on whitby.
