infra: decommissioning of whitby

Whitby has been around since early 2020, with a 2019 CPU that is no longer the most cost efficient thing we can be using.

In terms of bang for the buck, even hosters that are not Hetzner (which is traditionally very cheap) are offering more power for the same money.

I'm going to be evaluating a modern Ryzen CPU on a new host (nevsky.tvl.fyi), this is the tracking issue for that and other related work.

I've got a (private) spreadsheet with different providers, their comparable offerings and so on, calculating a sort of bang-for-the-buck metric for each machine. If you'd like access to that sheet, ping me, happy to share.

  1. With cl/13095 this is mostly done and as far as I'm aware the contract for whitby has been cancelled.
