bugry: ipv6 doesn't come up on its own

When deploying, ipv6 didn't come up again because network-setup.service failed. This was because the wg-nevsky interface did not exist yet, so presumably the service is missing an after/wants on the wireguard service.

This needs some looking into how this works internally in the NixOS networking module.
